Israeli army detains Palestinian father seeking aid at Gaza Humanitarian Foundation site

Ramy Omar was forcibly disappeared on June 17, 2025, after heading to an aid distribution point in Rafah, southern Gaza. On July 9, 2025, the Israeli army confirmed he was in their custody but refused to reveal his place of detention and denied lawyer visits until August 2, 2025. His fate and whereabouts remain unknown.

Ramy Amin Khalil Omar is a Palestinian national residing in Gaza who is married with four daughters. On the morning of June 17, 2025, at approximately 9:00 a.m., he left the tent where he had been displaced with a group of young men and went to an aid distribution point operated by the Gaza Humanitarian Foundation*, located at the al-Alam roundabout in Tal al-Sultan, Rafah.

After waiting for hours at the distribution point, a quadcopter flew over them and ordered them to evacuate through loudspeakers, stating that aid would not be distributed that day. They were then suddenly surrounded by Israeli tanks and came under heavy, indiscriminate gunfire. As they fled, the group realised that Omar was no longer with them. He subsequently disappeared, and all contact with him was lost. The group of young men and his family searched for him in hospitals and other locations he might have visited but were unable to locate him.

On July 6, 2025, Al Mezan Center for Human Rights submitted an official inquiry via email to the Israeli army regarding Omar’s arrest and place of detention. Three days later, the Israeli army responded, confirming that he was in their custody. However, they did not disclose his location and informed his representative that he was banned from receiving visits from a lawyer until August 2, 2025. His fate and whereabouts currently remain unknown.

On July 15, 2025, Al Mezan Center for Human Rights and MENA Rights Group submitted an urgent appeal to the United Nations Working Group on Enforced or Involuntary Disappearances (UN WGEID), urging them to intervene with the Israeli authorities to clarify Ramy Omar’s fate and whereabouts.

*The Gaza Humanitarian Foundation (GHF) is a U.S. and Israeli-backed organisation criticised by the UN and civil society organisations for operating military-controlled aid distribution sites where Palestinians seeking humanitarian aid have faced daily gun fires and mass casualties. Since the GHF started operating in May 2025 until July, over 700 Palestinians have been killed at the vicinity of GHF sites, and almost 4,000 have been injured.
